I'm not opposed to the implementation of GIFT for assessment content and I
do think this will value to the OER landscape (assuming that OER needs to
reside within a LMS for formative assessment purposes.)

Our current approach at the OER Foundation with regards to student-content
interactions is incremental -- simply because we do not have the financial
capacity for the complexities associated with the GIFT approach at this
time.  The approach we are focusing on at the moment is to use Jquery
libraries for providing interactions with the simple implementation of
iFrame tags to integrate wiki-based content into different delivery
platforms. This is not as powerful as the GIFT model because the host LMS
would not be able to track student performance reliably. Another challenge
is the extent that GIFT is implemented across a variety of different
delivery technologies.

Strategically, at the time - we are focused on scaling the rate of
production of OER in the formal sector and we believe an incremental
approach will deliver better results in the short term.
