A contest is only fair if all the players follow the same rules, otherwise some will have an unfair advantage or disadvantage. If participants from Switzerland can participate for a longer period, this will have an effect in the ammount and quality of the photos. It is hard to predict whether this will benefit Swiss participants or even increase the number of photos submitted, but for sure the difference in rules will have an effect.
In terms of logistic, several before me have mentioned the upload form that i believe is still not ready. Promotionwise, the impact of advertising a european contest run in 15 (or whatever) countries simultaneously is quite different than if the contest is run at different times. This was the point made in Berlin to keep national contests synchronised. I agree with you that the prizes and ranking are accessory to the goal of Wikimedia, but I for one would like the contest to be fair as well.
