on the left of whatever page in their
vernacular language welcoming them and asking them if they want to be
part of Wikipedia Fiji with a direct link to that language wikipedia's

This will be achieved by the following two features combined when/if made default: * <https://www.mediawiki.org/wiki/Universal_Language_Selector/Design/Interlanguage_links/Compact_interlanguage_links_as_a_beta_feature>
* https://www.mediawiki.org/wiki/Content_translation
** https://www.mediawiki.org/wiki/Content_translation/Entry_points

Even worse when the article doesn't exist in the language you searched.
* On Special:Search and noarticletext (red link filler) you can now add wdsearch on your wiki: http://magnusmanske.de/wordpress/?p=108
** Cf. https://bugzilla.wikimedia.org/show_bug.cgi?id=47979
* On the multilingual portals the search is not multilingual. SPQRobin did something here but I don't find a bug report.
