Without going into too much detail, DET ITD have policies and procedures in place to deal with "over-stretched" internet connections and generally we will approve them. They like to keep usage below 80% of capacity.
The only time I notice issues is when AIBE is laggy. There should be no caching locally besides the stuff which is on the CPC server, the rest is cached in Sydney.
