I agree wholeheartedly.

This is similar to "upstream bugs" and Gadget/site JavaScript/template
issues: the right response is often not to mark it 'INVALID' but to make
sure that it's directed to people who can help actually fix it, and delay
the resolution of the bug entry until the issue itself is resolved.

Sometimes that means walking the reporter through the process or pointing
them in the right direction; sometimes it means fixing it for them;
sometimes it means bumping an issue to another web site; but either way the
point of an issue tracker is to make sure that issues get .... tracked....
until they are resolved. :)
