Dumping Noto in the main font stack is not going to work as each Noto
font is geared toward displaying a specific script. What I mean by
'mechanism' is not unlike ULS webfonts, which serves the appropriate
font depending on the user agents requested language.
Noto is unsuitable in the context of this typography refresh (unless the
refresh itrself will incorporate a similair mechanism).
