Quite reasonable. You should be able to download SP2, burn it to a CD (don't
think any other portable storage would be big enough) and load it onto XP
machines.

It enhances the XP's built-in firewall protection, and turns it on. I think
it's off by default. In SP1 and earlier.

My understanding is that SP2, properly installed, is a very good thing.
Apparently downloading it to an XP machine can get a file tailored to that
machine (to limit the size of the download). Installing that on a different
machine can lead to grief. If you get the entire thing, either by download
or getting a CD from Microsoft, it's fine.

Not so. SP2 is cumulative, it includes SP1 and if your machine doesn't
already have that it will be installed.
