Can you open any sites or is it something like the "child window" issue, where you can get to a site but when clicking on links the site attempts to open a "spawned" window rather than changing the first window to the new address?
For IE MS has a "blank window fix" that we seem to apply to some of our machines on a irregular and not infrequent basis.
