Right-click on the desktop > click properties > in Display Properties Dialog >
click Appearance tab >
click Advanced button > in Active windows picture at top click on scrollbar >
change to width and color desired.

Is there a way to change the colour of the scroll bar for all windows and if
so, how do you do it?
