Not really, I use a local ISP, from what I remember you are located in India. 
It's probably be easier to find a local company to help you with this.

You don't _have_ to have a static ip, however it will help immensely. The 
best way to get around this is setup a vpn or whatever to your mail server 
AND make sure your mailserver uses your isp as a smart relay.  If you do 
that, you should be fine. However that's just the bare minimum, you'll need 
to get a static hostname at least, Dyndns.org and the like. Ideally you want 
the reverse dns mapping to work (ip address to hostname) however that's much 
harder to do if you don't have a static ip. My ISP, (Telus) gives me 5 static 
ip's on my current plan and allows me full control of the reverse dns. That 
helps a lot when dealing with server side spam filters, many of which will 
drop your mail (or tag as spam) if the forward and reverse dns lookups don't 
match.

There's lots of other things you need to know, however a bit of googling will 
get you started. Either way, make DARN sure you don't setup an open relay....
