If the video board has a hardware mpeg encoder.....

That's the reason I use the Hauppauge PVR card in my Mythtv machine

Realtime hardware encoding. It takes in whatever signal you have and outputs 
mpeg video.

Doesn't really help if you are transcoding from one format to another.
