Of course, mozilla is unchecked and OE IS checked as is check for default browser.

Rather than looking at Mozilla, have you got Internet Explorer checked for
default browser. I have that, and its settings give me Outlook Express when
I want to mail.  If I want Firefox or Opera, I just click the shortcuts on
the desktop.
