As for whether 102 is out of line or not, it's not bad enough to break
what's broken.
So, anyway, assuming the laptop is confirmed at 192.168.0.102.
You need to re-confirm PING from MOM and DAD to 192.168.0.102.
And you have confirmed NET VIEW fails against \\192.168.0.102.
I'd actually like to see laptop querying laptop with NET VIEW.
Anyway, if Ping still works, try this at the command prompt on laptop:
C:\> NET USER GUEST
Confirm that these items are as they're shown here:
Account active Yes
Account expires Never
Password expires Never
Password required No
User may change password No
Workstations allowed All
Logon hours allowed All
Local Group Memberships *Guests
Global Group memberships *None
If that's all perfect, I'm running out of things to suggest...

There is no 192.168.0.1.....That's the GATEWAY.
Seems it's way out of line at .102, no?
