You could try seeing if Nero, or DVD Decrypter will overwrite the disk with
any image, if so, then you may be able to re-format it as a RW later.

However, I always recommend that people do not use the packet mode for
writing to RW media as that can swiftly stress the parts of the disc that
hold the directory and allocation tables past the 1000 re-writes rating of
most RW media.

Writing to the media as if it were a Single use disc only writes to each
part of the disc twice for each time you 're-use' it,
(Write, and then mark as cleared before the next write)

If you want to use a DVD as a hard drive, then you should get RAM media at
that has a much higher re-write rating, usually in excess of 1,000,000
changes
