A neighbor's Dell computer with XP Home exhibits very strange behavior with both Outlook Express and the latest Thunderbird. She cannot connect to the POP3 server at Verizon. "Socket error 10060"

I found that this error occurs when you are using an SMTP server that your ISP blocks. However, she's using outgoing.verizon.net.

I ran VZ's "PC Check" program and it reported that OE was using port 995 instead of 110.

I checked that in OE and in TB and found that both were configured for 110, no SSL or other secure protocols.

She's using Windows firewall and I reset it to the default settings.

I set up her account on my computer and it works fine.

What could be causing the problem?
