Socket error 10060 literally means the connection attempt timed out.
Generally it is received when attempting to connect to an outside SMTP
server to send mail and your ISP blocks any SMTP connections other
than their own. You state that she's using outgoing.verizon.net but
you don't say that Verizon is her ISP, is it?
Yes.
If it is, is the correct SMTP server to use for Verizon DSL is
outgoing.verizon.net. (Check the spelling to make sure it's correct.)
Also, on the Servers tab for the account the Outgoing Mail Server
option "My server requires authentication" should be checked.
PC Check did not complain about that when it checked OE so I assume that
it's checked.
Is that the same as TLS in Thunderbird?
The port 995 has nothing to do with SMTP nor the socket error 10060.
The error message mentioned that port number and that socket error number.
Port 995 is the SSL port used for POP3 connections for downloading
mail. Can she download mail?
No. Any attempt to get mail results in the aforementioned error message.
If not, what is the pop server set to? (Verizon DSL states it should
be incoming.verizon.net).
It is so set.
You said that you checked OE and it was using port 110. I assume you
checked this on the Advanced tab in the properties for the account?
The pop server should be set to use port 110 and the smtp server
should be using port 25.
They are. Thunderbird, too.
