Don't forget that the error message said that the POP3 port was 995, not 110. Nothing in either OE or TB says 995; both say 110.

I don't know about TB but many email apps don't mention 995 but if "This server requires a secure connection (SSL)" right above where OE says 110 is checked then it is using 995.

I'm sorry I missed it but did you say how you knew that it was using 995 & not 110 ?
Two ways.

1) The error message stated "port 995, SSL, socket error 10600, error # 0x800CCC0E"

2) VZ has a "PC Check" program that I ran on her computer. It displays two windows of OE setup info. On the left ius what the setup is, and on the right, what it should be. The left said port 995; the right, port 110.
