For some strange reason, OE is using a different port than what
it is configured for. If you've ruled out the AV program, see if

Well. Thunderbird is working so I'm not going to spend any more time on
this.
I had turned off the firewall and disabled AVG resident virus checker,
to no avail.
I re-enabled them both and enabled AVG's incoming email checker.
Looked at Network Connections -- everything seemed ok but I ran "repair
connection" anyway.
Installed my account in Thunderbird and it worked! Neighbor's worked
too!! Happy neighbor. ;-)
OE still no joy but, heck...
