No actually that's not true, at least not in North America. Years ago cable 
internet in the USA was of that variety, however most providers have upgraded 
their infrastructure so that even though upload is slower than download 
(typically 5-20% of download), it's still significantly faster than dialup.  
DSL and the like are the same.

For the yanks, are there ANY cable providers still using dialup upstream 
speed connection?
