That's what I do and in addition to the extra steps my system is getting 
cluttered with all of these stupid csv files [I'm trying to debug the 
program that generates them....:o)] which is why I was asking about 
getting IE to do it "on the fly" out of temp area.

Considering that there are zillions of file types, I'd have assumed that 
there was some simple/obvious way to tell IE exactly which ones it should 
handle how [indeed, on other apps I mess with, not only can you do that, 
but you can also specify a specific app [overriding the registry "open" 
action] if you please].

I also confess that I don't know exactly what MIME type the web server 
sends over for .csv files [and I also don't know if IE bases its file-
handling decision on the MIME type it is given, the 'extension' on the 
URL, or by "guessing"], so it is possible that the damn server is sending 
over some kind of text MIME type rather than application/something and IE 
is just dealing with it that way... gonna chase down the sysadmin this am 
to find out...
