Since the CD boots but Windows can't use it, and guessing/hoping that you
have a real and correct XP setup CD for this computer or version of XP, I
would try a repair install at this point.  A repair install re-detects all
hardware on the system and restores system files.

BTW the XP Setup CD should be the same service pack level as the OS.  If you
have a RTM or SP1 setup CD and you're running SP2, you'll need create the
SP2 CD - and yes that means you'll need a system with working CD-writer.
The creation of the SP2 setup CD from an earlier version is very easy:

When you're ready to do the repair, uninstall the CD drive in Device Manager
just before rebooting for the repair install.

Repair install is:
1. Boot the XP setup CD
2. Skip the first R=Repair which starts the Recovery Console
3. Continue as if install XP
4. When the partition choices for installing are shown you should have
R=Repair choice again.  Press R.

After the repair install, go to Microsoft/Windows Update and make sure you
have the latest security patches.

1. There is only 1 hard disk in the computer.

2. So, there is 1 hard disk and a cd-writer in the computer right now. This
is the new drive I bought when I thought my cd-rom drive had gone bust.

3. The cd-writer works since I am able to boot from it.
