Absolutely, since everything in the computer relies on the quality of power, 
from experience a bad powersupply can pass the electronic psu testers and 
still cause problems such as you described, but as Carl mentioned I think 
it's most likley that you have a bad component like a keyboard or a expansion 
card (modem, nic, etc) or there is a problem with one of the memory sticks, 
or a problem with one of the above not properly attached or seated in it's 
respective slot.
