A computer that won't try to boot and won't go into the BIOS setup after the
memory test completes has a serious problem.  There aren't many choices:

1. Motherboard failure
2. CPU problem
3. Other unknown problem that is nearly impossible to diagnose without a
live high resolution video feed (a.k.a. "being there in person")

Since this new problem appears to have been the result of replacing the
battery, you could try removing the battery and starting with no battery.
If that doesn't make a difference, all the battery testing and replacing in
the world isn't going to help.  It would seem likely that the onboard CMOS
memory that is powered by the battery has failed in such a way that the
system locks up when trying to access that memory.

I didn't suggest "main memory failure" because you report that the bootup
memory test completes (assuming with the correct amount of memory found).
So it's unlikely to help, but removing all memory and re-installing the
minimum amount of memory needed would be the easiest troubleshooting
technique before giving up on it.

Thats the problem. I can not get into the BIOS. Can't enter startup by 
holding down F2. Puter just sits there after extended memory check.
