Quaint indeed.
Here in Spain and even in Europe as a whole nobody accepts
checks/cheques anymore because clearing them is expensive.
Most recurring payments are made using the Direct Debit system which
can cope with fluctuations and has a cast-iron system of
challengeability should a mistake occur. Many Public Utilities offer a
small discount to Direct Debit payers to discourage cash payers.
