Thanks everyone. I'm used to Win9x where it just reports new hardware. Toshiba claims to have had no installation issues with Win2k on the Tecra 520 and the only functional issue was USB because the wrong driver was loaded and MS was going to fix that.
Safe mode did the same thing with a boot loop. The only thing I found that sounded similar was a drive space or dblspace problem.
