What's in the boot.ini
if there is only 1 entry you won't get offered a choice
and if its target doesn't exist the boot will fail

How far into the boot does it get before restarting
can you list the drivers etc loaded during a  safe mode boot
have you used the other OS to look at the boot.ini and the log from the boot
attempt?

Is the partition FAT or NTFS
