I get precisely the same problem when I follow your suggestion.

   > up comes a window saying:
   > 
   >    Welcome to MSN Internet Access!
   >    blah
   >    blah
   >    We need to install a modem before continuing
   >    blah
   >    blah

If I "exit" that window I'm back where I started. If I "continue"
I get an error message and them I'm back where I started.
