To create a newsgroup in the "Big 8" mainstream hierarchies (comp,
humanities, rec, sci, soc, misc, talk, news): An RFD (Request For Discussion)
is presented to news.announce.newgroups and discussion is held in
news.groups. After a month of discussion a CFV (Call For Votes) is issued. To
win, the proposal must have 100 more YES votes than NO votes and two/thirds
of the votes must be YES. See the articles "How to Create a New Usenet
