OK. The incubator docs specifically say the tag must be there PRIOR to
calling the incubator vote:

* Link to the tag from which the release is cut
It specifically says the tag needs to be there and the release was cut from

This is BS. I NEVER vote a +1 on anything unless there is a tag there
where I can confirm that the tag and what I'm voting on matches. The
Maven plugin is based around that idea. It tags the source and then
build all the artifacts from the tag so you are 100% certain that the
released artifacts came from the tag.
