The incubator docs specifically say the tag must be there PRIOR to calling the incubator vote: http://incubator.apache.org/guides/releasemanagement.html "Incubator Release Vote" section: The release manager should post the call for the VOTE. * Links to the release artifacts * Links to the PPMC release vote thread * Link to the tag from which the release is cut It specifically says the tag needs to be there and the release was cut from that tag.
