When I think of 'downtown revitalization' , locating even a temporary jail
facility doesn't fit the picture.  Putting even a minimum-security jail downtown
bothers me, although it sounds like the presence of uniforms would be one of the
only ways that you could tell what the building is.  I would much rather see the
Thrifty White building opened up for other purposes because it is at the center
of downtown traffic.

Funding for the Extension Services is still being debated at the state level,
isn't it?  Are we talking about displacing people from the Extension offices
into another location?  If not, and the space is available in that building,
then that seems to be a good choice.  It's close to the courthouse and LEC, and
the jail could stay as part of that main campus.

Could those temporary buildings by the high school be moved over to another area
and used for this purpose?

Hello Winona Online Democracy,

Tonight the County Board will discuss the pros and cons of where to
possibly locate a huber jail facility.  I'd like to hear your thoughts on
where the facility should be located.

Some Quick Background:

1.  As of June 19th, the County has spent $161,350 for housing inmates in
other jail facilities outside of Winona County.

2.  We may be able to reduce some of those costs by developing a short term
solution that would house huber inmates at a different facility and thus
freeing up bed space for other kinds of prisoners.

3.  Huber inmates are generally people who are not viewed as a threat to
anyone and who are allowed to be released to go to work during the day.
They must then report back to the jail after work.

4.  There would be some additional staff costs associated with this move
but they would supposedly be outweighed by the cost savings.

5.  This is NOT a new jail.  That kind of headline appeared in the Winona
Daily News a few weeks ago and may have misled some people.  The question
of building a new jail is a whole other issue unto itself and something
maybe we can discuss at a later date.  A huber facility is a short term
solution only for one kind of inmate.

The three sights that the Jail Action Committee has suggested are:

1.  The Thrifty White Plaza.

2.  The Counties Maintenance Department Building, a.k.a the Nystrom
Building.  It's located next to the Environmental Services Building.

3.  The Extension Service Offices in the County Office Building.  That is
the building where you get your licenses and tabs renewed.  The Extension
Offices are the other half of the ground floor space, the same level as the
License Center.

Each building has it's own unique set of advantages and disadvantages.

Of those three sights, where would you put a Huber Jail Facility?

What issues do you think need to be considered?

Would you look into a Huber Jail Facility in the first place? Other options?

Are there other building options you would consider?

Other general thoughts?
