[Winona Online Democracy] Wow, I"m intrigued by the fears this idea brings up. My understanding is that Huber inmates are by definition, not a danger to the community or else they would not be released for work. Now, I'm a person who has had the opportunity to get to know several felons over the years because of the kind of work I do. Most (like most mentally ill, I might add) are not dangerous at all, but have made poor choices--often under the influence of alcohol--that lead to their law breaking behavior and consequences.
What kind of offenses are we talking about here? A guy convicted for several drunk driving offenses who has completed treatment and is taking antabuse? You'd be surprized how many people out there might fit that "category" and these are people we all know, but we just might not know them well enough to know those particular facts about his or her life. These can often be the people who actually turn their lives around as a result of their contact with the system Would these folks really pose a danger to the downtown inhabitants or is this just a stereotype that we have of individuals involved in the criminal justice system? I also would hope that either the folks who propose such options or the County Board who considers them would have the wisdom to consider the public's welfare before it gets to this point. I think it is more honest to say "we don't like the image it presents to have a 'jail' in the middle of downtown." Or we could be wonderfully brave and creative to try an idea like this and promote the heck of how great it works and how special we are for it!!!!! Just my 2 cents.
