Thinking outside the box:
Although it is beyond the role of the County Commissioners, I would suggest that if these Huber prisoners pose no serious threat that they be released to a home monitoring system (e.g., ankle bracelets to keep track of their movements) and free up jail space for those prisoners who should be incarcerated.
