I subscribe to the opinion of a visiting architect of urban development
projects that only downtown residents will provide the necessary
customers for merchants to prosper in a downtown environment. Jail
inmates wouldn't seem to have enough spending power unless they have
their ill-gotten loot stashed away somewhere accessible.

Related to this is the latest downtown development feasibility study that 
City Hall is going to attempt. I hope that, like the County's government
center "campus" plans, we don't end up with an absolutely fabulous scheme 
that might happen sometime in the distant future and will be an excuse
for continuing to neglect the riverfront in the present.
