Paul, I am always delighted when you rediscover that government, indeedd,
does have value...smiles...I agree that offices are fined tenants
downtown...and they are probably already the most significant economic
engine today.

Don't forget tourism as a primary economic engine, as well...these visitors
have no desire to shop at Walmart...they want to shop at BitterSweet and
Heart's Desire...and they brought their visa cards with them.

As for parking, you know as well as I do that the Port has to bite the
bullet one of these days and drop a three of four level parking ramp (with a
nice brick facade...vaguely historic) into the lot at Second and Center.
Center Street could easily be maintained below the upper decks...and it
could be a mix of monthly and hourly parking.  It is past time we have a
parking structure downtown to reduce the desire to raze buildings for
additional surface parking.

And I do believe...and it will surprise no one here, I think...that
downtown's historic aesthetics are as important to the area's success as is
its proximity to the river...both must be capitalized on to develop the full
potential of downtown.
