[Winona Online Democracy]

Tom...I really thought this was a way for both the city and property owners
to win.  The city will shortly be forced to begin testing storm water
runoff...and may be required to treat it before it is dumped in the lake and
the river.

Can you imagine the cost of diverting ALL storm sewers in Winona, connecting
them to a central treatment plant...taking sediments out...perhaps removing
volatile organic compounds or other such nasties...wow

Well, imagine we do such a good job of preventing non-point pollution in the
storm water that we never have to build such a system...that sounds like an
elegant solution to me, and certainly should be encouraged
