I don't fault the critics of Wal-Mart for their efforts which
I have supported, but it looks like it's going to backfire on us. City Hall
has been put on the defensive and seems determined that we will not only
have a Wal-Mart, but that it and the Riverbend Retail Center will incorporate
state-of-art streetscaping and architectural design. At least
that is the impression I got from news reports of a recent Planning Commission
and city staff meeting. In fact, the area around Menards already has been
landscaped to a greater extent than any recent downtown projects.
Of course it's a good thing that Winona may start to benefit
from the establishment of design standards. But our downtown riverfront district
apparently won't be included until the State Legislature gives us a half-million
dollars to hire a consultant. Any guess about how far in the future that will
be?
