There's another way this Wal-mart decision could backfire. There are a lot of people out there who feel misled by the whole Wal-mart/Menards decision. We voted for a tax increase to dredge the lake and build an "industrial park". I fully thought when I voted for that tax increase that it would bring in jobs that would support families. That it would actually attract workers to our area- and support them, who in turn would help fill up our schools, buy homes etc. I usually support tax increases for good causes. I thought this was one of them, however I now feel misled. I don't think I will find it in myself to vote for the next tax increase they are now talking about for roads. I don't trust that what they tell us is what will happen. I'm rarely this cynical, but it's how I feel. I bet I'm not alone.

I don't fault the critics of Wal-Mart for their efforts which I have supported, but it looks like it's going to backfire on us. City Hall has been put on the defensive and seems determined that we will not only have a Wal-Mart, but that it and the Riverbend Retail Center will incorporate state-of-art streetscaping and architectural design. At least that is the impression I got from news reports of a recent Planning Commission and city staff meeting. In fact, the area around Menards already has been landscaped to a greater extent than any recent downtown projects.
Of course it's a good thing that Winona may start to benefit from the establishment of design standards. But our downtown riverfront district apparently won't be included until the State Legislature gives us a half-million dollars to hire a consultant. Any guess about how far in the future that will be?

But I am curious why no one has addressed my concerns about the Riverbend retail development...it sounds like Menards and WalMart and 9 little boxes with businesses along a frontage road...how charming...it sounds like Crossing Meadows Drive without the Sam's Club and Papa Murphy's and the other small businesses...Why are there no design standards in place? Will there be sidewalks in this area? Can we make it be more like Winona than Onalaska?
