I would also be interested in answers to some of the recent questions about
Wal-Mart, average wages, benefits, etc., but I hope folks keep in
perspective what those answers can do for us.  Many people want to keep
Wal-Mart from coming to Winona and there may be good reasons for that
stance.  Many of these same people used the platting and zoning decisions as
the vehicle toward that end, and that is off base.  The subdivision
ordinance and zoning ordinance deal with physical development issues and not
the business plan or pay structure of the businesses that will occupy the
land and buildings.  There may be ways for a city to address those kind of
economic issues in city codes, but my experience is that subdivision and
zoning is not the place.  And we certainly can't change the rules mid-stream
and turn someone down once they've applied under the rules in place.  We are
a society of laws and ordinances, which works both ways.  We set up the
rules, then both US and THEM have to follow them.  Be proactive and put
rules in place up front that reflect your values, then you can have control
over what happens.
