[Winona Online Democracy]
Just so it is not a surprise, for over a year E-Democracy.Org has been working on an updated set of draft rules for all of the forums under our banner. The general idea is that each local forum should have a flexible charter that states the scope of the forum and a standard rule set that represents a foundation of what works and is required. We are using the new rules in Chicago and taking the Minnesota out of our documents. In the past, our forums often listed some basic rules and then pointed to the extensive MPD rules for back-up <http://www.e-democracy.org/mn-politics/mpd.txt>. The Winona page at http://www.winonaonlinedemocracy.org (also see http://www.e-democracy.org/winona for links to today's posts) currently articulates a sub-set of the MPD rules, but does not link to those rules for some reason, perhaps historical. Anyway, with your input on the draft (will be out in a couple days), we will have something to provide Winona and others with clarity of process to help these volunteer-citizen run forums thrive.
