Thank you Steve for the clarifications.  Now I am very confused however.
You tell us that Winona County will not receive additional money from the
development.  Last night at the meeting we heard loud and clear the city
officers say that the County will benefit from this development and should
consider putting dollars toward redeveloping Hwy 17.  This was in direct
response to the question regarding who will address the traffic issues if
300 more house go up and all travel 17.  

Are they pulling our leg???  Again???  How would the County benefit from
this type of annexation so they can address the traffic issues?  Where will
additional money come from, and fairly quickly if the development goes up as
quickly as the city is predicting?  Janice

Just a couple points of clarification:

1) The county maintains all county roads in townships and in cities.
Townships maintain their roads and cities maintain their city streets
2) Generally city residents pay more duplication of services than do
township residents. We pay our share for the sheriff and we pay for a city
police department. But that's OK with me because much of the cost of the
county law enforcement serves all residents.
3) Winona County will receive no additional funds if all of these houses are
put up in this development. Taxes are calculated quite simply. Total budget
divided by tax base. If the county or any other political subdivision does
not increase their budget and if the tax base increases, the rate paid by
all will just be a little less. Minnesota is not like California where there
is a statutory rate. The rate adjusts depending on the relationship between
budget and tax base.

In response to Chris regarding roads and services in a Township.  The
Township maintains the roads, the Sheriff department (County) maintains the
policing, Wilson Township maintains Fire.  

We pay property taxes just like anyone else.  It is just that ours are
higher than most city taxes. (The price of living in the Country).  These
taxes are paid to the County Auditor just like anyone living in the County
of Winona.  Therefore we do help support the County Hwy's even if we live in
a Township.

There will always be County Sheriff's department because they need to patrol
the highways so this is not a service that you are paying duplication on  as
a taxpayer.  The equation is this.  If you increase the serviceable area,
you must increase the number who service it.  Therefore, more people will
need to be hired to service these areas therefore more of the cities tax
dollars would be put toward servicing these areas. Either that occurs, or
our city decides to run services on a bear wire and everyone suffers.
