[Winona Online Democracy] Obviously the county would gain tax base, as would the city. But please understand that additional tax base does not equate into more total dollars for the county. I think the city could be different because of their charges for hookups and utilities. I think it was a previous poster that said that unless a house is extremely high valued its taxes do not pay for services that are provided. I don't know if that is true or not but I have heard similar arguments in the past.
Currently Winona County has a little more than $3 billion in taxable market value. If 100 houses average $300,000 each, that would add another $30 million in taxable value or less than 1 per cent of the total county valuation. Our tax base has been increasing over 7 times that amount annually with just inflation in the real estate market. So while it may be a good thing for revenues for the city, I don't think it will affect the county much at all. I am just providing information. I do not wish to become directly involved in the discussion of annexation. I work for the county and all of the cities and townships. If people build houses, we will assess them. If they don't build, then we don't assess them. The Township maintains the roads, the Sheriff department (County) maintains the policing, Wilson Township maintains Fire. We pay property taxes just like anyone else. It is just that ours are higher than most city taxes. (The price of living in the Country). These taxes are paid to the County Auditor just like anyone living in the County of Winona. Therefore we do help support the County Hwy's even if we live in a Township. There will always be County Sheriff's department because they need to patrol the highways so this is not a service that you are paying duplication on as a taxpayer. The equation is this. If you increase the serviceable area, you must increase the number who service it. Therefore, more people will need to be hired to service these areas therefore more of the cities tax dollars would be put toward servicing these areas. Either that occurs, or our city decides to run services on a bear wire and everyone suffers.
