I was skeptical of the notion that a lack of "executive" homes 
was keeping CEO's from locating their companies in Winona. 
And that still seems far-fetched, but after reading about the 
Mayo Woodlands project  http://www.mayowoodlands.com/ 
the following occurred to me:

Many of those lots, selling for $95 to 450 thousand, would 
probably be acquired by the high earners in Rochester's 
medical industry. Here in Winona, abandoning the clinic 
building for a location in a new hospital campus complex 
was said to be necessary because recruiting the best 
physicians would be difficult without new, state-of-the-art 
facilities. So, wouldn't our 'movers and shakers' feel that 
would also be the case for the homes the new medical 
personnel would be seeking? And since the city is 
involved in financing the hospital project, the Phillips 
development is going to happen one way or another. 

So, that's my two cents worth. BTW: Today's Mpls. 
StarTribune has a bluffland development article that 
mentions Winona and La Crescent.
