[Winona Online Democracy]

Presently, I am not knowledgeable of all matters pertaining to how this decision was arrived at originally. Does it speak of not having had a more thoroughly researched plan before the decision was made? Possibly. Or had it been based on other city models, etc. but times changed and pedestrian malls became less desirable and supportive of a vibrant downtown? Or a combination of factors?

In my opinion, any lessons learned should always bring us back to revisiting in detail why something didn't or did work, so we become even better decision makers than before.

Thank you,
Debbie White
