My understanding of it is think it all the way
through. The Pedestrian Mall was a fiasco from the start. and it cost this
city some of the long time busunesses in the downtown area.

Presently, I am not knowledgeable of all matters pertaining to how this
decision was arrived at originally. Does it speak of not having had a more
thoroughly researched plan before the decision was made? Possibly. Or had it
been based on other city models, etc. but times changed and pedestrian malls
became less desirable and supportive of a vibrant downtown? Or a combination
of factors?
In my opinion, any lessons learned should always bring us back to
revisiting in detail why something didn't or did work, so we become even
better decision makers than before.
