I suppose doing projects on the "island" would be redevelopment, so in that
sense the Councilman was just stating what's obvious from his perspective.

I read today that Winona now has permission to go ahead with the local
sales tax referendum. But it's to be strictly for transportation projects
which
could very well end up facilitating the development referred to above. The
report I read said that the priority for the various projects won't be
decided
until after the voters approve the tax.
