The Winona Daily News article states nothing that you have just said on
WOD, so I wonder if you've seen the report, or are making assumptions.
I agree with Janice that an article in the Winona Post tells of many
streams with the same situation as Pleasant Valley Creek. Actually I drove
through that valley recently. I saw cattle, horses, and elk wading through,
in and around the creek, (three separate occasions). I don't think anyone
has to grow up on a farm to realize that animals relieve themselves wherever
they're at when nature calls. The largest group were in the creek directly
across from the Spring Brook entrance. Also as Janice mentioned, it is a
large valley which, in addition to the
domesticated animals, has many wild animals in it.
Now, I am in no way saying we should regulate cattle and other animals
in the stream, I'm simply saying that I find the statements by Pinnacle
Engineering incomplete, or half complete. The engineer did say the fecal
source was not
identified. I would bet the engineer would not make assumptions the fecal
matter came
from septic systems, had he actually traveled upstream to see what was up
there. On the other hand, it would have taken 10 minutes to drive upstream
and see that animals have access to the creek all the way up the valley.
The article in the Winona Daily News says the engineer from Pinnacle
Engineering states in his opinion, it was human waste because animal waste
on fields is filtered out naturally by
soil and rocks before hitting the stream. If you read closely, it talks
about animal
waste on fields, not animal waste deposited directly into the stream.
Whether this fact was omitted by mistake, biased reporting, or biased
engineer opinion is anyone's guess. I find it hard to believe that an
engineer would make such a half-truth statement without some coaching.
Keith Nelson from the city stated anyone concerned about the environment
should want this sewer pipe out to this property "right away". I find this
ironic, as the city has yet to hook up some of the
people from the city's last annexation (Winona Township) who still use
septic systems. Winona Township residents have stated repeatedly that the
city has not followed through on their promises from before the Winona
Township annexation. This "tunnel vision" by the city is why Wilson
residents are very concerned about the land that was annexed. The city
looks at one issue and dwells on it to sell a project to the public (such as
we NEED to get city sewer out there right away because there's fecal matter
in the stream), they ignore all other aspects of the environment, and ignore
the facts such as the fecal matter may be coming from somewhere else. Their
thinking - Let's just publicize it and get people believing it.
As also stated in a Winona Daily News article, the city's schedule gets
stressed by doing the proper environmental studies, so they try to avoid
what they can to accommodate a schedule. A poor reason if you ask me.

I cannot help but repond to Mr. Perry's continuous attacks today, this one
regarding Spring Brook. First, I would ask Mr. Perry what he has against
the
residents of Spring Brook as he seems to hold some sort of anamousity
toward
the banker, the businessmen, the business owner, the nurse, the teacher,
the
pharmacist, the doctor, the mothers, fathers, sons and daughters who live
out
here. We are not "Spring Brook", Mr. Perry we are people who make valued
contributions to this community. We are responsible citizens and I believe
anyone of my neighbors would be more than concerned if they really thought
their septic was leaking into the stream that we are trying to protect out
here.
These people must have done something pretty outrageous to you to be so
offended
by something that was written in the Daily News. I did not see the words
"Spring Brook" written in the newspaper. I saw possible fecal
contamination in
Pleasant Valley. This is a mighty big valley. I read possibly human but
not
definite. Lots of cows, horses and elk out this way as well. In fact the
paper
was pointed in saying "the source of the contamination has not yet been
determined including the location. I also read the Post article about the
huge
amount of contamination in other streams and springs around Winona. Not
that I
like this, or believe it is right, but why aren't the Gilmore Valley
residents
being attacked? What about the huge issues in Prairie Island? Should
these
people be chastised as well. The City was suppose to have the Prairie
Island
issue taken care of years ago. And what of the Winona Township people who
were
annexed to the City 10 years ago because of so called septic problems,
that the
city has yet to run services out to their property?
Mr. Perry where did you get this informaion i.e. "tributary
below Springbrook" and "highly contaminated" "human waste bacteria"? .
I did not see that in the WDN. Do you have the actual report and does
it say that, or is it inferred? Or do you have an inside tip from someone
at
the
City. or do you believe rumors, jump to conclusions and then spread them
through the WOD?
The city is once again using their ally the WDN to spread inaccurate info
that
people like Mr. Perry blowup and spread as fact and unfortunately that is
what
the public believes.
Mr. Perry may not have liked what I and others wrote prior to the
annexation,
but the goal was to get the public's attention. Unfortunately it didn't
work
and as the plan begins to play out, the opinions and facts of what we were
saying are coming true.
The public is paying over 40% more than what the City told them for cost
to the
Country Club alone, I predict this will continue all the way down HWY 17
to the
Phillips property. The City based their decision to spend 4 million
dollars to
annex Phillips on 270 acres, only 70 of that has now been deemed
developable.
An expensive little deal for 70 acres. The tax payers of Winona are being
duped. I will enjoy my time not being a City resident, but Mr. Perry
don't
chastice me for it.

I think Allen Perry's remarks to Linda Fort are harsh and uncalled for.
We
are
all intitled to an opinion and have the right to express them without
being
personally attacked. Attacks like this do not win the school district any
points with people. My personal opinion on this, is I agree with Allen.
I
live in the Country and am reminded everyday when I make 10 trips back
and
forth to my home, that I chose to drive, I chose the inconvenience. My
pay
off
is not to be under the rule of the City and live in the Country and be
surrounded by beauty when I look out my windows. I don't fault Linda for
not
liking the inconvenience. It is her right to voice this without an
attack.
