[Winona Online Democracy]

Linda F. mentioned a friend questioning her hook up fee to the sewer and water
that is running by her home on Hwy 43.  It seems the city told her the cost
would be $12,000.  She is wondering why she has to pay so much for hook up to a
pipe that runs right in front of her house. 

I think the second question is why should an individual have to pay $12,000 for
hook up and the Country Club not have to pay a penney?  Is this fair?  The City
stated that it was because they are running the pipe through the CC and
therefore feel the CC should not have to pay. I wonder if the the City is as
kind to others who's yards they have stripped up to lay pipe in the past and
will do so in the future. Would they be so generous to the farmer who they take
property as emminent domain to put up a lift station and then force him to hook
up because of the shoddy studies that are done in the area saying there is
fecal
material in the water near his land.
How can the City justify charging single home dwellings $12,000 to run a sewer
and water to them, and then spend millions to run it out to the Phillips
property?  

I wonder what the City's true agenda is with the pipe going down Hwy 17.  When
did the City become an investor for private enterprises?  They invest millions
of taxpayers money on a sewer line that may or may not serve as little as 100
households over ten years, loose 40% by having estimates come in that far over
their budget and not blink an eye at throwing away that much more of tax
dollars. 

They tell the lady living on 43 it will cost her $12,000, but the CC nothing.
They tell the public the developers are paying the fees for lawyer costs on the
annexation proceedings, but hide from the public that they have a deal with the
developers to pay them back by not charging them hook up costs for the first 3
or 4 home sites.   

Seems to me the lady on 43 is getting unfair treatment along with anyone else
who is thinking of or being forced to hook up.  How much more can this City do
to divide a community.  Do they believe people are not paying attention and
talking about this?  Trust me they are.  Unfortunately, way to many feel
powerless against this government to speak up.  Now isn't that sad?
