I agree The inverse power law works for a point source with radiation emitted in all directions, but a reflector (antenna) can modify the radiation pattern such that the entire RF output can be directed at baby. Those using high gain antennas such as Yagis and parabolics would be more at risk -- but who would have those in their living area? More likely, if you have one of those it's on your roof.
