In this sort of situation and where reliability and performance is an
importance I would recommend some enterprise grade hardware such as that
from Cisco.

Using Cisco (350BR?) units will allow you to reduce output power whilst
making use of a high gain antenna, effectively boost RX signal whilst
keeping TX within limits.
